There are as I understand it, two words used regarding God's creatorial ability and His infinite ability to make things. He is referred to both as making things and creating things.
"In the beginning God created...." The earth didn't exist nor the heavens before God created them. There was nothing until that happened. That's what creation is ... something is made out of nothing. We don't know when God created the heavens and the earth nor when they became without form and void. But we do know that until God created it, those things did not exist.
We also know that God made (not created) a companion for Adam (Eve). But they were not created out of nothing, they were made from dust (not created).
Dust existed before Adam ... it was something already there. However, because of Adam and Eve's sin the penalty was death ... a return to the thing they had come from, and already existing material (dust).
Only God can do either. Angels, even Satan, have no ability to do such things unless God determines to grant them some special power.There are literally a multitude of verses in the whole Bible which clearly show the difference between God making something from already existing material and God creating something out of nothing.
It is vital to remember that only our omnipotent God has the divine ability to do this. He is able to do anything and we must remember that and worship Him for His infinite divine power.
